Sr. Estimating Manager, AMER Estimating and Cost Control

Amazon Web Services (AWS) is the world’s most comprehensive and broadly adopted cloud platform. Our Data Center Planning and Delivery (DCPD) organization builds and scales the infrastructure that powers AWS. We are seeking a Sr. Estimating Manager to join the newly formed AMER Estimating and Cost Control (ECC) organization as a senior individual contributor and estimating subject matter expert.

This is a senior IC role with scope that spans multiple mega clusters — the largest and most complex cluster groupings in AMER. Beyond your own portfolio, you serve as an AMER-wide subject matter expert, setting the estimating standards, methodologies, and estimating vendor management practices that ECC adopts across all cluster groups. You will operate with a high degree of autonomy, making precedent-setting pricing and estimating judgment calls with minimal oversight, and representing the estimating function directly to senior leadership and cross-functional partners.

You are a force multiplier for the estimating team: mentoring more junior Estimating Managers and Discipline Estimators, driving the estimate-to-actual feedback methodology across all AMER cluster groups, and influencing across Cost Control, Preconstruction, Design Engineering, and Finance.


Key job responsibilities
• Own estimating for multiple mega clusters — AMER’s largest and most complex cluster groupings — aligned with the Cost Control, Preconstruction, and Construction Management counterparts for those clusters, and take a lead role in Program-wide Global deliverables
• Serve as an AMER-wide estimating subject matter expert — establishing standards, methodologies, and best practices adopted across all cluster groups
• Own and mature the third-party estimating vendor program in your region — defining deliverable standards, quality mechanisms, and performance expectations that scale estimating capacity across AMER
• Lead the estimate-to-actual feedback methodology across cluster groups, systematizing how benchmark data from Cost Control calibrates future estimates portfolio-wide
• Make precedent-setting pricing and estimating judgment calls autonomously on novel, high-ambiguity, or first-of-kind scope — the escalation point for junior Estimating Managers or Estimators
• Represent the estimating function to senior leadership in intercept and innovation decision meetings, capital planning, OP reviews, and CAR governance — translating estimating data into leadership-ready cost narratives
• Lead complex, cross-cluster estimating exercises — mega-campus estimates, new-region pricing, and portfolio-level cost estimating
• Provide Sr. Level inputs and vendor oversight/deliverables to the to global BOD Program, Design Change Management, Innovation, New Regions Planning, and intercept pricing scope alongside regional estimating teams from EMEA and APJC.
• Formally mentor junior Estimating Managers and Discipline Estimators, building estimating capability and consistency across the team
• Drive Cost Breakdown Structure evaluation and contractor pricing validation for the highest-value or most contested awards, setting the analytical standard for the team
• Reverse engineer awarded contracts and build portfolio-level pricing intelligence that informs BOD estimating, VE opportunities, and OP planning across AMER
• Partner with analytics teams to integrate estimating data into portfolio benchmarking, forecasting, and AI/analytics initiatives


A day in the life
Your morning starts with a cross-cluster review — a junior Estimating Manager has flagged inconsistent unit rates on similar mechanical scopes in different markets, and you’re setting the standard for how the team normalizes cluster pricing. You document the methodology so it applies portfolio-wide, not just to the projects in front of you.

Midday, you’re presenting to Sr. leadership in an OP capital planning review alongside Preconstruction — your estimating data informs the rate inputs for a mega-campus program, and you field questions on cost assumptions, escalation risk, and benchmark confidence. After the review, you spend time with a newer Estimating Manager, coaching them through a first-of-kind estimate and a contested 3P vendor deliverable. Your judgment is the escalation point they rely on.

You close the day working with the analytics team on a portfolio-wide benchmarking model — your estimate-to-actual methodology is the backbone of how ECC systematizes estimate accuracy across AMER. You travel periodically across cluster groups to stay connected to field conditions and to support the estimating team where the work is most complex.


About the team
AMER Estimating and Cost Control (ECC) is a newly formed organization within DCPD that unifies Estimating and Cost Control under a single leader. ECC provides end-to-end cost lifecycle ownership — from initial estimate through final account.

The Estimating pillar consists of Estimating Managers (covering cluster groups across AMER) and Discipline Estimators (Electrical, Mechanical, CSA). You will work alongside Cost Control and an analytics teams, and your influence extends across the AMER portfolio and into global BOD and new-region estimating. Estimating provides the inputs — methodology, rates, benchmarks, and 3P vendor products — that support Preconstruction’s owned estimate and CAR deliverables.

Basic Qualifications

- Bachelor's degree in Architecture, Construction Management, Engineering, or a related field
- Experience in similar environments, or experience working with and managing third party vendors
- Experience presenting to senior leadership
- 8+ years of progressive experience in construction cost estimating, cost management, or quantity surveying in commercial, industrial, or infrastructure construction
- Demonstrated experience as an estimating subject matter expert influencing standards and practices beyond a single project or team
- Track record producing and validating construction cost estimates for large-scale, complex programs ($100M+ or mega-campus scale)
- Proficiency with cost estimating tools and databases (e.g., RSMeans, Bluebeam, On-Screen Takeoff, or equivalent) and the ability to interpret drawings and specifications across all disciplines (MEP, civil, structural, architectural)

Preferred Qualifications

- Experience in construction of data center delivery (design, commissioning and construction), mission critical facilities, or equivalent industrial/manufacturing facility builds
- Experience establishing estimating methodologies, standards, or programs adopted across multiple cluster groups or teams
- Experience with capital planning cycles, Cost Breakdown Structure evaluation, and Capital Budget Request cost inputs at portfolio scale
- Experience with conceptual and BOD-level estimating, value engineering, and new-region cost intelligence
- Track record reverse engineering awarded contracts and building portfolio-level pricing intelligence

The base salary range for this position is listed below. Your Amazon package will include sign-on payments and restricted stock units (RSUs). Final compensation will be determined based on factors including experience, qualifications, and location.
