Summary:
We are looking for an experienced Oracle Utilities Customer Care & Billing (CC&B) Functional Lead to lead functional design, implementation, configuration, testing, and delivery activities for Oracle Utilities CC&B solutions.
The candidate should have strong experience in the Utilities domain and comprehensive knowledge of CC&B business processes, including customer management, service management, billing, rates, payments, meter management, collections, and financial transactions.

Roles & Responsibilities:
Lead the functional design and implementation of Oracle Utilities CC&B solutions.
Understand business requirements and translate them into scalable CC&B functional solutions.
Conduct requirement gathering, business process analysis, fit-gap analysis, and solution workshops with business stakeholders.
Provide functional leadership across CC&B modules including:
Customer Information / Person & Account
Premise and Service Point
Start/Stop/Transfer Service
Meter and Meter Read Management
Billing and Bill Segmentation
Rates and Rate Schedules
Payments and Adjustments
Credit & Collections
Deposits and Financial Transactions
Case Management / Customer Service
Field Activities and Service Orders
Define functional configuration requirements and work closely with technical teams for implementation.
Prepare functional specifications, process flows, solution designs, and configuration documents.
Review functional and technical designs to ensure alignment with business requirements.
Lead integration discussions between CC&B and external systems such as MDM, OMS, ERP, payment systems, and customer-facing applications.
Support data conversion and migration activities, including mapping, validation, and reconciliation.
Define and review test scenarios, test cases, and expected results for SIT, UAT, and regression testing.
Analyze defects, identify root causes, and coordinate with technical teams for resolution.
Provide production support and assist in resolving critical functional issues.
Ensure adherence to Oracle Utilities implementation standards and best practices.
Mentor and guide functional consultants and junior team members.
Coordinate with offshore/onshore teams and manage functional deliverables.
Participate in client meetings, status reviews, solution walkthroughs, and stakeholder discussions.
Support project estimation, planning, risk identification, and delivery management.


Professional & Technical Skills:
Strong hands-on experience with Oracle Utilities CC&B.
Strong understanding of Oracle Utilities Application Framework (OUAF) concepts.
Strong knowledge of CC&B functional modules and end-to-end business processes.
Experience in at least 2 end-to-end Oracle Utilities CC&B implementations.
Strong Utilities domain experience in Electric, Gas, Water, or similar utility industries.
Experience in requirements gathering, functional design, configuration, testing, and production support.
Good understanding of CC&B business objects, zones, algorithms, portals, batch processes, and configuration.
Experience working with integration teams and understanding of interfaces/web services.
Experience with data conversion and reconciliation activities.
Strong analytical, problem-solving, and communication skills.
Ability to work directly with business stakeholders and client teams.
Experience with Oracle Utilities Customer to Meter (C2M).
