Job Description
The Senior Manager, Visa Government Solutions Commercialization & Delivery is responsible for leading the end-to-end orchestration, governance, readiness, and delivery execution of complex Visa Government Solutions programs.
This role sits at the intersection of implementation, client delivery, technical readiness, solutioning, commercialization, and cross-functional execution. The successful candidate will ensure that government-focused opportunities, signed deals, strategic partnerships, and priority VGS initiatives are translated into structured implementation plans, scalable delivery models, and measurable business outcomes.
The role will partner closely with Visa Government Solutions leadership, regional Sales, Client Services, Product, Technology, Solutioning, Risk, Legal, Government Engagement, Finance, and external ecosystem partners to ensure delivery priorities are clear, risks are actively managed, implementation ownership is documented, and execution remains aligned to client expectations and Visa’s commercial objectives.
Essential Functions:
Implementation Orchestration:
- Lead end-to-end implementation orchestration for complex VGS programs, ensuring delivery alignment across Client Services, Product, Technology, Sales, Risk, Legal, regional teams, and external partners.
- Establish clear ownership, accountability, RACI models, implementation milestones, governance frameworks, and escalation paths across multi-stakeholder delivery programs.
- Drive implementation planning, timeline management, issue resolution, risk identification, mitigation planning, and escalation management for complex government programs.
Government Solutions Delivery Readiness:
- Partner with VGS Sales, Solutioning, Client Success, and Commercialization teams to validate client readiness, solution readiness, technical feasibility, and implementation approach before activation.
- Ensure government programs are sufficiently defined before delivery, including scope, dependencies, client expectations, partner roles, technical requirements, and implementation success measures.
- Support the transition of signed VGS opportunities and strategic initiatives into structured execution plans that accelerate activation and revenue realization.
Cross-Functional Program Leadership:
- Coordinate cross-functional execution across VGS, Client Services, Product, Technology, Sales, Risk, Legal, Government Engagement, regional teams, and relevant external ecosystem participants.
- Act as a connector between global, regional, and functional teams to improve alignment, decision-making, prioritization, and issue resolution.
- Facilitate prioritization across multiple concurrent implementation requests, ensuring competing demands are assessed against VGS strategic objectives and documented trade-off decisions.
Partner and Ecosystem Enablement:
- Coordinate implementation dependencies with GovTech providers, system integrators, fintechs, technology platforms, and other partners where VGS delivery depends on third-party capabilities.
- Help operationalize partnership-led delivery models by ensuring partner roles, readiness requirements, responsibilities, and risks are clearly governed across the implementation lifecycle.
Implementation Performance Management:
- Monitor implementation KPIs such as time to activation, implementation success rates, delivery quality, issue resolution, and readiness milestones.
- Support standardized dashboards, implementation reporting, and regular operating reviews to improve visibility, predictability, and execution quality across VGS delivery programs.
- Identify delivery bottlenecks and recommend process improvements that improve activation efficiency, execution consistency, and client experience.
Scalable Delivery and Continuous Improvement:
- Build and maintain reusable implementation playbooks, readiness frameworks, delivery artifacts, governance templates, and activation models for priority VGS use cases.
- Support the development of scalable delivery standards across government solution areas such as disbursements, government commerce, commercial payments, digital identity, mobility, revenue collection, and humanitarian flows.
- Contribute to ongoing process optimization by adapting existing business processes, implementation tools, and delivery artifacts to support new or complex VGS programs.
Stakeholder and Client Management:
- Manage internal and client-facing implementation discussions with clarity, structure, and professionalism.
- Influence stakeholders at multiple levels to align delivery priorities, manage expectations, resolve issues, and drive implementation outcomes without relying solely on direct authority.
- Build strong collaborative relationships across Visa functions and act as a trusted implementation partner for VGS leadership and regional teams.
Visa requires at least 3 days in office, expectations of these days will be confirmed by your Hiring Manager.
Qualifications
- 8+ years of relevant experience in implementation, project management, technical program management, client delivery, or related work with a bachelor’s degree, or equivalent experience with an advanced degree.
- Strong program management, project planning, organization, prioritization, and execution skills.
- Experience managing complex multi-stakeholder program delivery.
- Experience in payment networks, fintech ecosystems, API-based platforms, SaaS implementations, or similar technical delivery environments.
- Working knowledge of Visa products and VisaNet processing, including authorization, clearing, and settlement.
- Excellent written and verbal communication skills with the ability to handle nuanced and complex topics with attention to detail.
- Experience using standard Microsoft Office tools such as Microsoft Project, Excel, PowerPoint, Word, and Visio.
- Consistently exhibits Visa Leadership Principles and has a passion for effecting positive change.
- Comfort with public speaking and the ability to communicate clearly and confidently in large groups.
- Demonstrated ability to set priorities, influence others, negotiate with stakeholders, and manage expectations at multiple levels.
