DESCRIPTION:
As a Compliance Specialist II, you will be responsible for supporting and ensuring compliance of import, export, and customs operations under the Mexican regulatory framework and the IMMEX program. You will manage temporary and permanent import/export activities involving raw materials, components, finished goods, tools, machinery, and equipment, while maintaining accurate customs records and supporting day-to-day Global Trade Compliance operations.
You will manage and monitor Annex 24 and Annex 30, VAT/IEPS and AEO/OEA certification requirements, customs documentation, VUCEM and SAT processes, and import/export records. You will also conduct internal audits and self-assessments, review customs entries (pedimentos), monitor temporary import balances, and ensure proper documentation and traceability of customs transactions.
This role works closely with Materials, Production, Customs Brokers, suppliers, and the Corporate Global Trade Compliance team to ensure accurate and timely import/export operations, maintain regulatory compliance, and identify and resolve discrepancies.
RESPONSIBILITIES:
- Coordinate and support temporary and permanent import and export operations for raw materials, parts, components, finished goods, tools, machinery, and equipment.
- Manage, monitor, and reconcile operations within Annex 24 (CUMPLE) and Annex 30 (SCCCyG) systems.
- Monitor compliance with requirements related to VAT/IEPS certification and AEO/OEA certification, including periodic reports, account statements, registrations, and follow-up activities.
- Review import and export pedimentos on a transactional, weekly, and monthly basis to ensure accuracy and alignment with instructions provided to Customs Brokers.
- Compare Annex 24 records against information provided by SAT and investigate discrepancies.
- Coordinate and ensure proper completion and maintenance of USMCA/T-MEC Certificates of Origin provided by suppliers.
- Verify finished goods BOMs to ensure correct origin calculations based on temporarily imported materials, parts, and components.
- Verify compliance with applicable FTA requirements, IMMEX Decree, PROSEC, Rule 8th, permits, non-tariff regulations, and other import restrictions.
- Monitor temporary import balances for raw materials, parts, and components.
- Maintain control, monitoring, auditing, and accurate records for temporarily imported machinery and equipment.
- Coordinate with Materials and Production to maintain accurate control and customs documentation of scrap generated by manufacturing operations.
- Prepare, register, and maintain applicable transfer notices for Customs Authorities.
- Review inventory verification information and work with the Mexican Customs Broker to investigate discrepancies related to origin, material, and import type.
- Maintain complete and accurate customs files, including invoices, pedimentos, packing lists, purchase orders, agreements/contracts, payment evidence, commercial invoices, and other supporting documentation required to demonstrate transaction traceability.
- Execute and support processes through VUCEM and SAT portals.
- Conduct internal compliance audits and self-assessments, identify discrepancies, and support corrective actions.
- Prepare and monitor KPIs, compliance reports, and supporting documentation related to import/export operations.
- Maintain ongoing communication with the Corporate Global Trade Compliance team and provide backup support to the Compliance Specialist III as required.
- Support Quality and regulatory audits and comply with applicable company quality system requirements.
- Ensure accurate and timely execution of import and export activities while supporting compliance with applicable Mexican customs laws and government requirements.
REQUIREMENTS:
- Bachelor’s degree in International Trade, Customs, International Business, Foreign Trade, or related field.
- 3–5 years of experience in customs, international trade, or trade compliance within companies operating under the IMMEX program.
- Hands-on experience with Annex 24 and Annex 30 systems.
- Knowledge of Mexican customs regulations and IMMEX requirements.
- Knowledge of VAT/IEPS and AEO/OEA certification requirements.
- Knowledge of USMCA/T-MEC, Free Trade Agreements, PROSEC, Rule 8th, non-tariff regulations, permits, and applicable import requirements.
- Experience reviewing pedimentos and import/export documentation.
- Experience with VUCEM and SAT processes.
- Experience monitoring temporary imports, inventory balances, and customs documentation.
- Experience conducting compliance reviews, audits, and reconciliations.
- Proficiency with Microsoft Office.
- Strong attention to detail and ability to maintain accurate documentation and records.
- Strong analytical, organizational, and problem-solving skills.
- Ability to manage multiple priorities and recurring compliance deadlines.
- Ability to collaborate effectively with internal departments, suppliers, Customs Brokers, and Global Trade Compliance teams.
