Air Gapped Cloud (AGC) | Cloud Operations + Innovation (CO+I)

Microsoft’s Cloud Operations + Innovation (CO+I) is the team that builds and operates the global datacenter infrastructure that powers Microsoft’s cloud services. Within CO+I, Air Gapped Cloud (AGC) extends these capabilities to highly secure, specialized environments, aligning strategy, delivery, and operations to meet mission-critical customer requirements.

 

Role Summary

The AGC Senior Business Manager serves as an operational integrator across CO+I AGC, connecting leaders, teams, priorities, and operating mechanisms so the organization functions as one system. This role provides horizontal support across Strategy & Planning, Delivery & Execution, and DC Operations teams, closes functional gaps, improves handoffs, and keeps decisions connected to execution.

 

This role builds and sustains the organization’s operating model through Rhythm of Business (ROB), governance, performance reporting, budgeting, workforce planning, executive communications, and business data management. The Senior Business Manager applies systems thinking to anticipate downstream impacts, resolve friction across organizational boundaries, and design scalable mechanisms that improve end-to-end performance. A successful candidate in this role sets a high bar for first-pass quality and ensures analyses, reports, communications, and decision materials are accurate, complete, and leadership-ready before review.



Responsibilities

Business Operations & Governance

  • Owns and continuously improves the AGC Rhythm of Business, including leadership, business, finance, staffing, town halls, and planning forums.
  • Establishes governance, reporting, decision, and information-management standards that enable consistent execution across the organization.
  • Drives discipline through action tracking, escalation management, leadership follow-up, and closure of cross-team dependencies.
  • Coordinates organization-wide priorities and operating dependencies so commitments remain connected from decision through delivery.

Strategic Planning & Organizational Effectiveness

  • Partners with AGC leadership to translate strategy into organizational priorities, operating plans, staffing models, goals, and measurable outcomes.
  • Identifies downstream impacts, cross-functional dependencies, weak handoffs, and organizational risks.
  • Mobilizes accountable owners to resolve gaps, simplify processes, and implement scalable improvements across construction, operations, supply chain, engineering, cost management, and business strategy.

Performance Management & Reporting

  • Owns executive reporting, performance reviews, KPIs, scorecards, dashboards, and business intelligence processes.
  • Maintains a reliable single source of truth by consolidating organizational data and ensuring metrics are accurate, timely, consistent, and decision ready.
  • Sets and models high standards for analyses, reports, and leadership materials, reducing rework and accelerating decisions.

Financial & Resource Management

  • Leads budget planning, forecasting, submissions, variance analysis, and financial reporting across discretionary, vendor, morale, and operational spend.
  • Partners with Finance to align spending and resource allocation with organizational priorities.
  • Supports vendor and contract planning and develops business cases for headcount, vendor support, and strategic investments.

Workforce Planning & Organizational Management

  • Leads headcount governance, workforce planning, hiring prioritization, staffing reviews, and onboarding coordination.
  • Maintains organizational health metrics, role architecture, title hygiene, and workforce data integrity.
  • Partners with HR, Recruiting, and leadership to support organizational growth and talent priorities.

Executive Communications & Engagement

  • Develops leadership communications, executive presentations, briefing materials, strategic narratives, Town Halls, newsletters, and organizational updates.
  • Manages stakeholder communication across organizational levels and ensures messages are clear, consistent, and action-oriented.
  • Supports employee engagement, onboarding, and culture initiatives.

Cross-Functional Leadership

  • Serves as the operational integrator across AGC and partner teams and creates continuity where ownership, processes, or handoffs span functions.
  • Translates shared priorities into coordinated plans, clear ownership, decision paths, and sustained follow-through.
  • Anticipates support needs, engages the right leaders and resources, and prevents critical work from falling between organizational boundaries.
  • Leads cross-functional initiatives that improve performance, operating maturity, resilience, and scalability.
 

Accountability

The Senior Business Manager is accountable for:

  • Effectiveness and continuity of organization-wide operating rhythms, governance, and cross-functional execution
  • Quality, accuracy, timeliness, and decision usefulness of executive reporting and communications
  • Closure of organizational gaps, dependencies, actions, escalations, and risks
  • Alignment of budgets, workforce plans, and resources to strategic priorities
  • Reliable business and workforce data, standardized processes, and scalable operating mechanisms
 

Authority

  • Establish and standardize governance, planning, reporting, communication, and information-management requirements.
  • Require timely participation and complete, accurate inputs from contributors to organizational operating processes.
  • Escalate operational risks, misalignments, quality issues, and blockers to leadership.
  • Recommend resource allocation, staffing priorities, and process improvements.
  • Drive alignment across business functions and leadership teams.


Qualifications

Required Qualifications

  • Bachelor's Degree in relevant field (e.g., Liberal Arts, Business Administration, Management, Computer Science) AND 4+ years experience in financial management, business planning, operations management, strategy, project management, human resources, or business-related roles
    • OR equivalent experience. 

 

Other Requirements:

  • Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.   
  • Citizenship & Citizenship Verification: This position requires verification of U.S. citizenship due to citizenship-based legal restrictions. Specifically, this position supports United States federal, state, and/or local United States government agency customer and is subject to certain citizenship-based restrictions where required or permitted by applicable law. To meet this legal requirement, citizenship will be verified via a valid passport.

 

Preferred Qualifications

  • 10+ years of experience in business operations, program management, strategy, construction, infrastructure, or related leadership functions.
  • Demonstrated experience supporting executive leadership teams and leading complex cross-functional initiatives.
  • Strong financial acumen, business planning, workforce planning, and operational management capabilities.
  • Experience building governance frameworks, operating models, reporting systems, and scalable business processes.
  • Strong systems thinking, with the ability to anticipate downstream impacts and translate ambiguity into structure, decisions, and measurable outcomes.
  • Executive communication and stakeholder management skills, with a demonstrated commitment to accuracy, completeness, and leadership-ready work.

Business Management IC4 - The typical base pay range for this role across the U.S. is USD $97,600 - $188,400 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $125,000 - $206,400 per year.
