Enterprise Services & Public Affairs (ESPA) mission is to enhance how our stakeholders perceive and experience Citi.

The Chief Administrative Office Team is a nimble team within Enterprise Services & Public Affairs that covers a broad scope of responsibilities in a dynamic and fast-moving environment. Within Citi the team works with a wide range of internal partners, including senior leadership, and coordinates closely with other members of the Enterprise Services & Public Affairs organization as well as stakeholder teams around the world. Role Overview

The Governance In-Business Risk & Control VP will be responsible for the end-to-end administration of the Non-Financial Regulations (NFR) Management process within the ESPA Risk & Control and Governance Framework. This role is a developing professional role with an emphasis on proactively mitigating and, where required, remediating the compliance risks of the business with potentially broader business impact.

The objective of this role is to lead the execution of the NFR change workflow. This includes performing the functions of the Identification Lead (ID Lead), Regulatory Change Administrator (RCA), and the NFR equivalent of the ICRM (Independent Compliance Risk Management) Regulation Coverage Lead (NFR RCL). The role holder will also assist in maintaining the NFR inventory and supporting program metrics to ensure the organization is responsive, agile, and well-prepared for the unique and demanding regulatory space.

This role will proactively engage and work with partners globally across ESPA to identify and disposition NFR changes, provide compliance assurance, and ensure readiness for reviews and examinations by Internal Audit, Compliance Risk, Operational Risk, and Independent Risk, among other corporate-wide control functions.

The individual will also assist in the development and implementation of common standards, procedures, educational resources, and governance processes to create and maintain a consistent and best in class compliance risk governance framework for NFRs.

The individual will report to ESPA Governance – Compliance Risk and Regulations Program Lead.

What you’ll do 

  • Identification (ID Lead Role):
    • Monitor regulatory authority websites, third-party subscription services, and other primary sources to identify new or amended Non-Financial Regulations (NFRs).
    • Create and submit Regulatory Change records in the Citi Risk & Control (CR&C) platform, performing initial scoping to determine relevance to Citi's corporate activities.
    • Ensure the timely and accurate recording of NFRs in the RegIntake module in accordance with program standards and KPIs.
  • Administration (RCA Role):
    • Review newly identified NFRs and assign them to potentially impacted Global Assessment Units (GAUs) based on an understanding of their jurisdiction and organizational remit.
    • Act as the ETR Coordinator for potential Extraterritorial Regulations (ETRs), providing the final determination and engaging with advisory teams as needed.
  • Coverage and Disposition (NFR RCL Role):
    • As the NFR equivalent to the ICRM RCL, review and disposition NFRs for potentially impacted GAUs, ensuring assignment completeness.
    • Initiate, oversee, and credibly challenge Impact Assessments performed by the GAUs.
    • Perform reasonableness checks of Action Plans, providing objection or non-objection before closure to ensure risks are appropriately mitigated.
    • Review and disposition proposed Obligation mappings and credibly challenge GAU-declined applicability to maintain mapping accuracy.
  • Supporting Duties:
    • Support the maintenance and integrity of the Non-Financial Regulations Inventory (NFRI) by processing content updates, modifications, and expirations as required.
    • Assist in the generation, review, and analysis of Key Performance Metrics (KPIs) and other reports from the Compliance Risk Management Tool (CRMT) to provide insights on the health and timeliness of the NFR management process.
    • Perform reviews of documentation to ensure processes are recorded accurately, are up to date, and are in line with Citi documentation guidelines and any applicable ESPA requirements.
    • Liaise with Compliance, Risk, and Internal Audit on supporting various initiatives.

What we’ll need from you 

  • Bachelor’s degree required; legal/law related or J.D. preferred
  • 7+ years relevant experience in governance, risk and controls focusing on regulation management, regulatory law, compliance, audit or regulatory functions and finance operations.
  • Understanding of regulation governance and management needed for a robust regulation program in support of business objectives.
  • Ability to read laws, rules, and regulations, and explain their requirements in everyday language to non-legal personnel.
  • Proven ability to execute multiple projects on tight deadlines with attention to detail.
  • Proactive problem solver who is resourceful, readily consults with others, and considers alternatives.
  • Ability to confidently work across business lines, collaborate and interact with colleagues at all levels with a commitment to partnership.
  • Consistently demonstrates clear and concise written and verbal communication skills.
  • Works independently as a member of a high-performing team, with the ability to take initiative in proposing and implementing solutions.
  • Expertise in MS Office (Excel, Word, PowerPoint, Outlook).
  • Preferred Experience:
    • Experience in one or more of the key administrative roles within the Regulations Management Workflow (e.g., ID Lead, RCA, ICRM RCL, or NFR RCL).
    • In-depth knowledge of the Citi Risk and Control (CR&C) platform, specifically the Regulatory Change and Regulations Mapping modules.
    • Familiarity with Non-Financial Regulation topics, highly preferred: specific experience with Real Estate Services regulation topics.
    • Experience with the Compliance Risk Management Tool's (CRMT) reporting dashboard and data visualization tools.
