Capital One is seeking experienced Benefits Policy professionals to play critical roles in helping the Benefits and HR Services organization deliver Total Rewards that attract the best people to join and stay with Capital One and empower them to live their best lives.
We are currently hiring for two distinct Senior Manager, Benefits Policy roles:
U.S. Benefits - Responsible for the end-to-end vision, design, compliance, and financial management of paid time off, statutory/paid leave and disability strategies to drive associate retention and well-being.
International Benefits - Partners with Benefits teams outside of the U.S. to design and implement global benefits strategy
These individuals will thrive in a fast-paced, entrepreneurial environment and work closely with peers, partners, vendors, and the Benefits Leadership Team to develop strategy that delivers benefits programs to associates through a seamless and personalized experience. These are high-impact positions requiring a balance of data-driven strategy and hands-on execution.
Responsibilities:
Strategic Design & Portfolio Management
Design, implement, and manage a holistic benefits and well-being strategy--ranging from core health to high-touch leave and caregiving programs--that empowers associates and aligns with Capital One’s mission and talent goals across U.S. and international markets.
Seek diverse perspectives from international subject matter experts and evaluate global benefit structures to identify opportunities for program harmonization, global economies of scale, and ensure global solutions maintain cultural relevance and adhere to statutory requirements.
Direct marketing, communication, and engagement strategies that foster a culture of well-being and empower associates to make informed benefit choices.
Technology, AI & Associate Experience
Serve as the product owner for vendor-delivered technology solutions, defining product roadmaps and expanding functionality to elevate the associate experience domestically or internationally.
Leverage AI, data analytics, and modern delivery channels to drive process efficiency, resolve complex issues, and personalize benefit engagement.
Build and sustain strategic networks to drive work smoothly across Capital One locations, managing processes, routines, communications, and shared documentation.
Financial Stewardship, Data & Analytics
Manage plan financials, including multi-million-dollar budget forecasting, cost-sharing strategies, and value-on-investment (VOI) assessments across U.S. self-funded plans or international pooled/insured arrangements.
Analyze plan metrics, market benchmarking, and associate feedback to drive continuous portfolio improvements and optimize program spend.
Governance, Vendor & Compliance Oversight
Maintain strategic oversight of external vendors (e.g., consultants and third party administrators).
Ensure program compliance with all applicable local, federal, statutory, or international regulations (e.g., ERISA, ACA, HIPAA, FMLA, and evolving state-mandated paid family/medical leave laws).
Monitor legislative trends and external market developments to proactively mitigate risks and preserve program competitiveness in relevant operating regions.
The ideal candidate for this role:
Experience leading benefits strategy for global organizations with 10,000+ employees
Experience engaging with Committees and/or C-suite executives to make decisions on benefits strategy, programs, and funding
Deep technical expertise in U.S., self-funded, health design or time off, disability, and paid leave strategy, along with ERISA, ACA, tax-advantaged accounts, and carrier negotiations
Ability to translate core benefits strategy across different regulatory and regional environments, while maintaining a unified associate experience
Strong written, verbal, and interpersonal communication skills
Ability to effectively build consensus, influence, and collaborate
Comfortable working in an Agile/Scaled Agile/Scrum environment
Work experience in Design Thinking/User Experience/Agile
Strong ability analyze and tell a story with data
Detail-oriented strategic thinker with analytical problem-solving capabilities
Experience leading complex projects with a focus on execution and ability to work through ambiguity and deliver work through others
Experience as a Product Owner driving business intent for an integrated technology solution and ecosystem
Basic Qualifications:
Bachelor’s degree or military experience
At least 6 years of experience in benefits design, strategy and management
At least 2 years of experience working within a matrixed environment
At least 2 years of project management experience
At least 2 years of process management experience
At least 2 years of experience in data analysis and reporting
Preferred Qualifications:
4 years of experience in global benefits for organizations with 10,000+ employees
2 years of experience with benefits governance practices
Professional Human Resources certification
Certified Employee Benefit Specialist (CEBS) or Certified Benefits Professional (CBP) designation
Solid business acumen, strategic thinker, and problem solver
Strong analytical skills and knowledge of statistical analysis

The minimum and maximum full-time annual salaries for this role are listed below, by location. Please note that this salary information is solely for candidates hired to perform work within one of these locations, and refers to the amount Capital One is willing to pay at the time of this posting. Salaries for part-time roles will be prorated based upon the agreed upon number of hours to be regularly worked.
McLean, VA: $151,900 - $173,400 for Manager, Benefits
Candidates hired to work in other locations will be subject to the pay range associated with that location, and the actual annualized salary amount offered to any candidate at the time of hire will be reflected solely in the candidate’s offer letter.
This role is also eligible to earn performance based incentive compensation, which may include cash bonus(es) and/or long term incentives (LTI).
