This role sits at the intersection of law, operations, data, and real human impact. As a Business Program Manager on the Analytics and Operations (A&O) Team within Microsoft's Corporate, External, and Legal Affairs organization, you will power the operations behind Employment and Immigration Law. You will independently own complex workstreams, partner across legal and business teams, solve meaningful operational problems, and advance strategic initiatives that support Microsoft's global workforce. 



Responsibilities
  • Streamline and improve high-volume operations across E+I Law domains, including immigration filings, employment law processes, and cross-functional business workflows, by identifying and implementing measurable process improvements and best practices 

  • Develop and execute complex project plans, including roles and responsibilities, milestones, timelines, financial and resource needs, risk analyses, and mitigation strategies 

  • Monitor workstream health using data and analytics; define metrics, data models, scorecards, and dashboards used for strategic planning, forecasting, and stakeholder reporting 

  • Manage budget activities, including reporting, annual and quarterly reforecasts, monthly reconciliation, vendor billing, and timely approvals 

  • Partner with attorneys, paralegals, immigration specialists, HR, Finance, technology, and vendor teams to design compliant programs and ensure operational requirements are understood and met 

  • Develop process maps, workflow charts, and user guides; understand how systems and processes affect one another and drive clarity, rigor, and simplification 

  • Define and execute landing and communication plans, lead rhythm-of-business cadences, and build stakeholder support by adapting communications and data-informed storytelling to the audience 

  • Manage multiple complex priorities, communicate program status, risks, and recommendations clearly, and hold stakeholders accountable to established schedules and mitigation plans

Qualifications

Required / Minimum Qualifications 

  • Bachelor's Degree in Business, Operations, Finance, or related field AND 4+ years experience in program management, process management, or process improvement OR equivalent experience. 

Additional / Preferred Qualifications 

  • Master's Degree in Business, Operations, Finance, or related field AND 6+ years experience in program management, process management, or process improvement OR Bachelor's Degree in Business, Operations, Finance, or related field AND 8+ years experience in program management, process management, or process improvement OR equivalent experience. 

  • Experience supporting high-volume operations in a legal, regulatory compliance, or professional services environment, including budget and vendor management 

  • Strong written and verbal communication, analytical problem-solving, organizational, and stakeholder management skills 

  • Aptitude to apply AI, data analytics, Microsoft Copilot, Power BI, and other productivity tools to improve workflows, decision-making, and program outcomes 



Business Program Management IC4 - The typical base pay range for this role across the U.S. is USD $97,600 - $188,400 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $125,000 - $206,400 per year.
