The Federal Resource Manager is responsible for aligning talent with customer and business needs across Federal engagements. This role works closely with delivery leaders, project managers, account teams, and resource managers to ensure the right people are assigned to the right opportunities at the right time. The Resource Manager drives workforce planning, resource forecasting, utilization management, and staffing optimization while maintaining compliance with Federal customer requirements.
The ideal candidate possesses strong analytical skills, exceptional stakeholder management capabilities, and experience navigating complex Federal delivery environments.

Responsibilities
Resource Planning & Deployment
- Coordinate staffing and deployment of personnel across Federal programs, projects, and customer engagements.
- Match employee skills, certifications, clearance levels, and availability to project requirements.
- Monitor resource demand and capacity to proactively address staffing gaps and surpluses.
- Partner with delivery and business leaders to ensure staffing decisions support customer commitments and business objectives.
Workforce Forecasting
- Maintain short-term and long-term resource forecasts.
- Analyze utilization trends and workforce capacity data.
- Track upcoming project starts, contract awards, renewals, and transitions to anticipate resourcing needs.
- Provide recommendations to optimize workforce allocation and utilization.
Stakeholder Collaboration
- Act as a primary liaison between project leadership, recruiting, human resources, and operational teams.
- Facilitate staffing reviews and deployment discussions.
- Communicate staffing risks, resource constraints, and mitigation plans to leadership.
- Support workforce planning efforts across multiple business units or accounts.
Operational Excellence
- Maintain resource management systems and staffing records.
- Generate deployment, utilization, and workforce analytics reports.
- Ensure staffing activities comply with Federal contract requirements, labor categories, and security clearance requirements.
- Support continuous improvement initiatives within resource management processes.
Talent Mobility & Employee Experience
- Identify redeployment opportunities for employees nearing assignment completion.
- Support employee career mobility by aligning skills and interests with emerging opportunities.
- Assist with onboarding and transition planning for new project assignments.
Qualifications
Required Qualifications
Bachelor's Degree in related field OR equivalent experience.
6+ years experience in consulting, client/project management, services delivery, or business development OR equivalent experience.
Additional or Preferred Qualifications:
- RMCP® certified by the Resource Management Institute.
- 6+ years of experience in resource management, workforce planning, staffing coordination, project operations, or related functions.
- Experience in Microsoft Federal systems and tools.
- Experience supporting Federal government contracts and programs.
- Strong understanding of workforce forecasting, capacity planning, and utilization management.
- Proficiency with Microsoft Excel and workforce/resource management tools.
- Excellent verbal and written communication skills.
- Strong analytical, organizational, and problem-solving skills.
- Ability to manage multiple priorities in a fast-paced environment.
Resource Deployment IC4 - The typical base pay range for this role across the U.S. is USD $106,400 - $203,600 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $137,600 - $222,600 per year.
