The Opportunity

This is a senior, high-visibility opportunity to shape the controls and governance agenda within Citi's Trade and Working Capital Solutions (TWCS) business — one of the firm's most strategically significant franchises. Sitting within the TWCS Business Execution team, this Vice President role serves as the critical link between regulatory policy, compliance, and technology delivery, directly influencing how Citi governs and executes its global controls environment. You will translate complex regulatory requirements into actionable technology deliverables, drive measurable improvements across regions, and ensure rigorous governance over a significant technology portfolio and third-party relationships.

Roles and Responsibilities

Business Analysis & Requirements Definition

  • The Product Development Senior Specialist is responsible for activities related to the development of new products and/or features and functionality of products including developing business cases, requirements definition (BRDs), product enhancements innovation, feature and functionality definition based on market and industry research and trends and client needs
  • Elicit, analyse and translate complex regulatory requirements, policies, and standards into structured business requirements and technology epics, maintaining full documentation and lineage trails to guarantee auditability and traceability across the controls lifecycle.
  • Deliver high-quality analysis, impact assessments, and presentations for senior forums, and act as the subject matter authority on controls requirements for cross-functional stakeholders across Technology, Risk, Compliance, and Operations.

 Process & Continuous Improvement

  • Identify and document process gaps and their root causes across regions and product lines, developing current-state and future-state process maps that underpin control enhancements, operational improvements, and investment cases.
  • Champion standardisation and simplification across the operating model, and support commercialisation efforts through rigorous analysis and benefit articulation that enables informed decision-making.

 Governance & Execution Management

  • This role executes on the end-to-end product development lifecycle and will also scope product releases, agreeing to and tracking business priorities, incorporating regulatory and compliance requirements and investment tracking. Conceptualizes, plans, prioritizes, coordinates design and delivery of products or features to product release, and serves as product ambassador within user community
  • Manage financial crime control issues, risk events, and audit engagements within the TWCS agenda, and assess third-party solutions aligned to execution objectives.
  • Own the tactical management of the Controls technology Book of Work, overseeing Agile planning, prioritisation, and delivery ceremonies in Jira, while managing governance forums and contributing structured reporting to strategic initiative tracking forums.
  • Coordinate OKR governance and reporting, and support Model Risk Management activities — including performance monitoring, documentation, and lifecycle oversight for AI-driven models — in partnership with Technology and Risk teams.
  • Manage Third Party Oversight documentation, monitoring, and reporting requirements, and serve as a trusted advisor to senior stakeholders and second-line risk partners, translating execution complexity into clear governance narratives.
  • Provide detailed support to the Product Owner and Product Sponsor for Model Risk Management activities — including model performance monitoring, model documentation, and lifecycle oversight for AI-driven models — working in close partnership with Technology and Risk teams.
  • Serve as a trusted advisor to senior stakeholders, In Business risk and Second Line of Defence partners, translating execution complexity into clear, concise governance narratives that support informed decision-making.
  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behaviour, conduct and business practices, and escalating, managing and reporting control issues with transparency.

What We're Looking For

Required  Experience & Skills

  • Significant experience in project execution and business analysis within financial services, with a clear track record of delivering outcomes at pace across complex, multi-stakeholder environments.
  • Hands-on experience working with Trade and Working Capital products — including Core Trade, Supply Chain Finance, Receivables Purchase, and Trade Loans — combined with a solid grounding in the associated controls and regulatory compliance landscape.
  • Demonstrated ability to manage regulatory and enterprise policy change programmes, producing detailed, actionable business requirements for technology delivery teams.
  • Track record of driving governance activities, process improvement, control optimisation, and root cause analysis across global operations, with measurable outcomes.
  • Practical experience working within Agile delivery methodologies, including backlog management, epics, user stories, and Agile ceremonies using tools such as Jira.
  • Exceptional analytical and problem-solving capability, with the ability to synthesise large volumes of complex information and surface the key issues that drive decisions.
  • Outstanding written and verbal communication skills, including the ability to craft high-quality presentations and articulate regulatory and technical concepts clearly to diverse audiences.
  • Bachelor's/University degree, Master's degree preferred

Beneficial Skills & Qualifications

  • Exposure to financial crime compliance disciplines — including AML, sanctions screening, Trade-Based Money Laundering, export controls, and military dual-use goods — and their technology implications.
  • Familiarity with Artificial Intelligence and Model Risk Management, or experience working alongside technology teams in a documentation, oversight, or business partnership capacity.
  • Experience contributing to product strategy workstreams, including benefit articulation and investment justification.
  • Knowledge of design thinking or structured ideation methodologies applied to process, control frameworks, or product improvement.
