Reporting to the Treasurer, this role will serve as the Chief Investment Officer (CIO) for Citi’s global Treasury function. This is a senior leadership role with ultimate accountability for the strategy, performance, and oversight of the entire Treasury investment portfolio, including rates, MBS, and FX desks.
The successful candidate will be responsible for establishing the guiding investment philosophy, driving macro and thematic direction, and overseeing portfolio construction and alpha generation. This individual will provide critical leadership in risk governance, ensuring the investment function operates within a robust and dynamic risk framework.
As a key advisor to the Corporate Treasurer, CFO, and other C-suite executives, the CIO will translate complex market events and portfolio strategy into clear business implications. The CIO will represent Citi's investment expertise to the Board of Directors, regulators, and at key industry forums, acting as a thought leader and enhancing the firm's brand and reputation. This role demands exceptional leadership to develop a world-class team, mentor senior professionals, and cultivate a culture of excellence, intellectual honesty, and rigorous analysis.
Key Responsibilities
1. Investment Oversight
- Define Core Principles: Establish and institutionalize the guiding investment philosophy for the entire Treasury portfolio (e.g., relative value, macro-driven, quantitative).
- Establish Mandates & Manage Desks: have direct accountability for the management of the Treasury desks including Rates, MBS, Net Investment Hedging (FX hedging of foreign capital) and foreign securities portfolio desks. Manage the Investment Strategy, Allocation and Investment Performance Team. Dual matrix management of the non-US Treasury execution team (Markets Treasury), and the CLO Investments Desk. Formulate their specific investment mandates, including target risk-adjusted return profiles, approved asset classes, instrument types, and strategic benchmarks.
- Strategic Review: Chair regular investment meetings to review and challenge the strategic and tactical positioning proposed by the heads of each Treasury desk both domestic and international.
- Portfolio-Level Optimization: Provide oversight and direction of the domestic and international portfolio at a holistic level, identifying and mitigating concentration risks and unintended factor exposures across desks. Ensure the combined portfolio is well-diversified and optimized.
- Own the P&L: Assume ultimate ownership of the aggregate P&L for the entire Treasury investment portfolio across rates, FX, and MBS, and ensure international portfolios also meet revenue targets.
2. Risk Governance
- First-Line Process Ownership: Assume 1st line ownership of processes end-to-end, from booking to trade to exit, ensuring operational integrity and control throughout the investment lifecycle.
- Translate Firm Appetite to Portfolio Limits: Work directly with the CRO to translate the firm's overall risk appetite into a risk framework for the investment portfolio, setting explicit limits on VaR, stress testing, CS01/DV01, and other key metrics.
- Risk Governance: Chair Treasury's internal risk forums and serve as the primary representative for the investment function on the bank's senior Market Risk and Asset-Liability Committees (ALCO).
- Balance Sheet Impact: Ensure all revenue decisions are made with a full understanding of their impact on the bank's key regulatory ratios, including LCR, NSFR, and risk-weighted assets (RWA).
- Senior Ownership: Act as the senior executive owner responsible for ensuring all investment activities are fully compliant with all applicable regulations. Serve as the primary point of contact and represent the firm with key regulators (e.g., FRB, OCC) on all matters concerning the Treasury's investment portfolio, strategy, and risk management practices.
3. Executive & Board-Level Engagement
- Strategic Counsel: Serve as a trusted advisor to the Treasurer and CFO, translating complex market events and portfolio strategy into clear business implications for the firm's earnings, liquidity, and capital.
- Represent Treasury Investments to the Board, ALCO and Risk Committees: Periodically present to the Board of Directors and its relevant sub-committees, providing a high-level, strategic overview of the investment function's mandate, performance, and alignment with the bank's overall strategy.
4. Team Leadership & Talent Development
- Strategic Talent Management: Develop a long-term human capital strategy for the function. Identify, recruit, and retain top-tier talent in a highly competitive market.
- Develop Future Leaders: Actively coach and mentor the desk heads and other senior investment professionals, focusing on developing their leadership skills, strategic thinking, and ability to navigate a complex global organization.
- Cultivate a Culture of Excellence: Champion a culture defined by intellectual honesty, rigorous data-driven analysis, disciplined risk-taking, and accountability.
Qualifications
- A minimum of 15 years of experience in executive investment management roles within a large, complex global financial institution.
- Proven track record of assuming ultimate ownership of P&L for a large-scale, multi-asset class investment portfolio including
- Extensive, hands-on experience managing investment desks and strategies in Treasury rates, MBS, and FX markets is essential.
- Deep expertise in macro-driven and quantitative investment philosophies, portfolio construction, and alpha-validation techniques.
- Mastery of risk governance and capital management, including the ability to translate firm-wide risk appetite into granular portfolio limits (e.g., VaR, stress testing, CS01/DV01).
- Comprehensive understanding of the impact of investment decisions on key bank regulatory ratios, including LCR, NSFR, and risk-weighted assets (RWA).
- Experience serving as a primary interface with key financial regulators (e.g., FRB, OCC) on matters of investment strategy and risk management practices.
- Exceptional leadership skills with a demonstrated ability to build, lead, and mentor a world-class team of senior investment professionals.
- Experience in championing and cultivating a culture of intellectual honesty, rigorous data-driven analysis, and continuous improvement.
- An advanced degree in Finance, Economics, a quantitative field, or a related discipline is strongly preferred.
