Citi is looking for a Programme Management Lead to take ownership of complex, cross-functional programmes within its Independent Risk function — a role that directly shapes how risk is governed and managed across one of the world's largest financial institutions. In this position, you will coordinate programme delivery from initiation through to completion, ensuring plans are aligned to business objectives, stakeholders are engaged, and risks are identified and managed proactively. Responsibilities
- Lead the end-to-end coordination of a programme or portfolio of programmes, directing day-to-day activities to ensure consistent progress against agreed milestones and business objectives.
- Oversee the creation, review, and sign-off of core programme documentation including the programme plan, charter, benefits management plan, stakeholder management plan, and acceptance plan.
- Ensure all stakeholders are identified early, engaged in scope definition activities, and kept informed of the programme schedule and key milestones throughout delivery.
- Develop and maintain the programme risk management plan, escalating material risks to the Programme Director or Programme Sponsor at the appropriate time.
- Monitor the alignment of programme plans to business requirements, verifying that delivery outputs meet the objectives set out at programme initiation.
- Track resource commitments across programme workstreams and raise concerns where commitment gaps could affect delivery timelines.
- Assess risk considerations in programme decisions, ensuring compliance with applicable policies and maintaining clear, transparent reporting of control issues.
- Identify development needs across assigned programme personnel and make recommendations to support capability-building aligned to delivery goals.
Required Qualifications & Skills
- 6 to 10 years of experience in programme or project management, with a track record of delivering complex, multi-workstream programmes in a large organisation.
- Proficiency in both waterfall and agile delivery methodologies, with the ability to apply the appropriate approach based on programme needs.
- Skilled in producing high-quality written materials for senior audiences, including executive summaries and senior management review packages.
- Highly organised and detail-oriented, with demonstrated ability to manage competing priorities across a dynamic and complex programme environment.
- Self-directed and confident making decisions independently, without the need for detailed guidance on every step.
- Advanced proficiency in Microsoft PowerPoint and Excel, used to structure and communicate programme information clearly.
- Bachelor's degree or equivalent practical experience.
Beneficial Skills & Qualifications
- Experience in Risk, Finance, or Data and Technology functions provides useful context for the environment this role operates in.
- A background in management consulting is an advantage, particularly where this involved coordinating complex stakeholder groups and programme governance.
- Project Management Professional (PMP) certification is valued, though not a requirement for appointment.

A background in model validation, workflow automation and being able to communicate to different stakeholders at their levels is highly desirable. This role will sit in the middle of Model Validation teams, technology, model developers, governance groups and senior stakeholders. Strong coordination skills and communication skills are must-haves. A background in AI tool development is helpful, along with fluency in jira for tracking.
