As the Business Program Manager – Capacity Automation & Backend Tools, you will help improve and scale the processes, data flows, integrations, and tools that support how Microsoft prioritizes and allocates AI and non-AI Azure capacity as one unified business. You will translate operational needs into clear requirements and partner with Engineering to deliver practical, reliable automation.

 

This is a hands-on program role at the technical core of Capacity Shared Services. You will manage defined workstreams, coordinate dependencies, validate solutions with users, and use data to improve quality, cycle time, and adoption across intake, prioritization, decisioning, reporting, and governance workflows.

 

The role sits within Capacity Shared Services in MCAPS Core, where AI and non-AI capacity are managed under the One Capacity approach. You will collaborate with Engineering, Finance, data, and operations partners to maintain a prioritized tooling backlog, implement reusable solutions, and apply Microsoft Copilot and purpose-built agents to reduce manual effort.

Responsibilities

Business Program Management

  • Lead end-to-end capacity automation and operational tooling programs, ensuring successful execution against business goals, timelines, and deliverables.
  • Manage complex workstreams across multiple stakeholders, balancing priorities, dependencies, risks, and business outcomes.
  • Drive operational rigor through structured program management practices, governance, and stakeholder alignment.

Process Improvement

  • Identify opportunities to streamline and automate business processes, reduce manual effort, and improve operational efficiency.
  • Implement scalable solutions that enhance reliability, consistency, and effectiveness of the Capacity Operating System.
  • Leverage data and stakeholder feedback to continuously improve workflows and operating models.

Requirements Analysis

  • Translate business needs into clear requirements, user stories, acceptance criteria, and functional specifications.
  • Partner with stakeholders to prioritize initiatives and ensure solutions align with strategic business objectives.
  • Drive requirements gathering and validation activities throughout the solution lifecycle.

 

Cross-Group Collaboration

  • Partner closely with Engineering, Operations, Capacity Planning, and business stakeholders to deliver integrated solutions.
  • Facilitate decision-making, resolve dependencies, and drive alignment across diverse teams.
  • Communicate program status, risks, and recommendations to stakeholders at multiple organizational levels.

 

Project Management

  • Plan, coordinate, and deliver automation, integration, and backend tooling initiatives from concept through deployment.
  • Track milestones, risks, dependencies, and business outcomes to ensure successful program delivery.
  • Drive execution excellence while managing competing priorities in a fast-paced environment.

Data Analytics

  • Use data, reporting, and operational metrics to inform prioritization, decision-making, and process optimization.
  • Analyze trends and performance indicators to identify opportunities for efficiency and business impact.
  • Develop insights that improve operational effectiveness and support strategic planning.

Business Insight

  • Apply deep understanding of capacity allocation, governance, and operational processes to improve business performance.
  • Identify opportunities to enhance organizational effectiveness through process, tooling, and operational improvements.
  • Recommend solutions that balance business needs, operational requirements, and long-term scalability.

Stakeholder Management and Influence

  • Build trusted partnerships across technical and business organizations.
  • Influence decisions and drive alignment without direct authority.
  • Communicate complex concepts clearly and effectively to diverse audiences.

Change Management

  • Drive adoption of new processes, tools, automation capabilities, and governance standards.
  • Develop documentation, communications, and enablement materials to support organizational change.
  • Champion continuous improvement and operational transformation initiatives.

 

Operational Excellence

  • Establish and maintain data quality, governance, reliability, and process standards.
  • Create scalable documentation, best practices, and operational frameworks.
  • Support sustainable operations through continuous monitoring and optimization.

Artificial Intelligence & Copilot Adoption

  • Leverage Microsoft Copilot and AI-powered solutions to improve productivity, analysis, documentation, and operational execution.
  • Identify opportunities to apply AI technologies to automate recurring workflows and enhance business outcomes.
  • Promote innovative approaches that increase operational scale and efficiency.

Qualifications

Required:

  • Bachelor's Degree in Business, Operations, Finance, or related field AND 4+ years experience in program management, process management, or process improvement OR equivalent experience.
  • Direct professional experience with cloud infrastructure capacity planning, including datacenter, compute, storage, network, or AI/GPU capacity management systems.
 
Preferred:
  • Experience with datacenter, compute, or infrastructure capacity management systems and tooling used to plan, allocate, monitor, and scale capacity.

  • Experience in cloud computing, including experience working for or with major cloud providers, cloud customers, partners, or the broader cloud infrastructure industry.

  • Familiarity with AI capacity planning, AI infrastructure, GPU compute, large-scale model requirements, Generative AI, Agentic AI, and the supply constraints that influence AI workload prioritization and customer outcomes.

  • Experience translating operational requirements into system, data, integration, and workflow requirements that support scalable business processes.

  • Experience delivering operational tooling, automation, and process improvement initiatives in partnership with engineering and technical teams.

  • Strong analytical skills with experience using operational datasets, dashboards, reporting tools, APIs, and data-driven insights to support decision-making.

  • Proven ability to lead cross-functional initiatives and influence stakeholders without direct authority across complex organizational environments.

  • Experience mapping, documenting, and simplifying cross-functional business processes, including defining clear roles, handoffs, controls, and operational governance.

 



Business Program Management IC4 - The typical base pay range for this role across the U.S. is USD $97,600 - $188,400 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $125,000 - $206,400 per year.
