We are looking for an experienced and strategic leader to join our Global HR Operations team as Senior Manager, International HR Operations, based in Dublin. 

In this role, you will lead our International Tier 2 HR Operations organization, providing leadership across APAC, EMEA, and LATAM through a team of regional managers and specialists. You will be accountable for delivering consistent, high-quality, and compliant HR services while driving operational excellence, standardization, and continuous improvement across diverse geographies. 

This is a critical leadership role that balances operational performance with strategic transformation. You will shape the international HR service delivery operating model, partner closely with Global Central Services and HR Centers of Excellence, and accelerate the adoption of automation, AI, and scalable service practices that improve employee experience and operational efficiency. 

The ideal candidate is an experienced HR Operations leader with a track record of building high-performing leaders, driving enterprise-wide operational excellence, and influencing across complex global organizations. You are equally comfortable setting strategic direction, using data to drive decisions, and leading teams through change while maintaining exceptional service delivery. 

Reporting to the Senior Director of Global HR Operations, you will play a key leadership role in advancing LinkedIn's vision to transform HR Service Delivery by building a globally consistent, scalable, and employee-centric operating model. 

Responsibilities 

Lead International HR Operations 

  • Own and evolve the International Tier 2 HR Operations operating model, ensuring consistent service delivery, governance, workforce planning, automation, and AI adoption across APAC, EMEA, and LATAM while partnering with Global Central Services to deliver a seamless end-to-end employee experience. 
  • Lead the International Tier 2 HR Operations organization through regional HR Operations Managers and specialists across APAC, EMEA, and LATAM. 
  • Establish clear operating rhythms, governance, performance expectations, and accountability across regions. 
  • Build a high-performing leadership team through coaching, succession planning, and capability development. 
  • Foster a culture of operational excellence, innovation, inclusion, and continuous improvement. 

Operational Excellence 

  • Own operational performance across International Tier 2 Services, including SLA attainment, quality, productivity, customer satisfaction, and compliance. 
  • Drive consistency through standardized operating procedures, governance frameworks, service catalogues, and operational metrics. 
  • Use data to drive decisions, prioritization, investments, and workforce planning. 
  • Lead workforce planning, capacity management, and resource optimization to ensure scalable service delivery. 
  • Partner with Global Central Services to continuously optimize the interaction between Tier 0, Tier 1, and Tier 2 support models. 

Transformation & Scale 

  • Execute the international roadmap for HR Operations transformation. 
  • Champion automation, AI, knowledge management, workflow optimization, and digital employee experiences. 
  • Lead cross-regional process harmonization while balancing global consistency with local regulatory requirements. 
  • Drive continuous improvement initiatives using Lean principles, data, and customer insights. 
  • Design services around employee needs. 
  • Apply human-centered design or service design principles to workflow and experience improvements. 
  • Use data, employee feedback, and operational metrics to identify improvement opportunities.  
  • Conduct root-cause analysis rather than simply address symptoms.  
  • Lead ongoing experimentation and process optimization.  
  • Create a culture where teams continuously improve how work gets done 

Strategic Partnership 

  • Serve as the primary International HR Operations partner for HRBPs, COEs, Payroll, Legal, Finance, IT, and other cross-functional stakeholders. 
  • Partner with Global HR Operations leaders to establish scalable operating models and service strategies. 
  • Provide operational insights and recommendations to senior leadership using data-driven reporting and workforce analytics. 
  • Represent International HR Operations in enterprise-wide transformation initiatives and governance forums. 

Governance & Risk 

  • Ensure operational compliance with local employment regulations, internal controls, audit requirements, and data privacy standards. 
  • Oversee risk management, escalation frameworks, and complex employee issues requiring senior operational oversight. 
  • Drive operational readiness for new HR programs, acquisitions, organizational changes, and policy implementation. 

Qualifications

Basic Qualifications:

  • 12+ years of progressive HR Operations, Shared Services, or HR Service Delivery experience within a complex global organization. 
  • 5+ years leading managers and geographically distributed teams. 
  • 5+ years demonstrated experience leading regional or global HR Operations organizations supporting multiple countries. 

Preferred Qualifications:

  • Experience leading Tier 2 HR Operations or HR Shared Services across multiple international regions. 
  • Proven success building and scaling HR service delivery operating models. 
  • Experience leading organizational transformation, process standardization, and operational excellence initiatives. 
  • Experience applying human-centered design, service design, customer experience, or continuous improvement methodologies to improve employee experiences, operational effectiveness, or service delivery models. 
  • Strong experience with workforce planning, operational governance, SLA management, quality, and customer satisfaction metrics. 
  • Experience partnering with senior HR leaders, COEs, Payroll, IT, Finance, and Legal in highly matrixed organizations. 
  • Strong analytical capability with experience leveraging operational data to drive business decisions. 
  • Experience implementing automation, AI-enabled workflows, and knowledge management strategies. 
  • Deep understanding of Workday, ServiceNow, HR reporting, workflow design, and HR technology ecosystems. 
  • Exceptional executive presence, influencing skills, and ability to lead through ambiguity.
