The SCALE (Strategic Capital, Asset Lifecycle, and Expansions) organization within Amazon Last Mile is seeking a Sr. Program Manager, Capital Planning to join our Capital & Construction Business Operations (CCBO) team.

This role will own the end-to-end capital approval process for Last Mile's development portfolio — from OP budget planning through Capital Appropriation Request (CAR) creation and approval routing. You will be the connective tissue between senior leadership, construction execution teams, and cross-functional stakeholders, ensuring capital is approved efficiently and with the strategic context leadership needs to make informed decisions as we scale Amazon's delivery network.

• Lead OP1/OP2 and quarterly guidance cycles end-to-end, including timelines, stakeholder coordination, and estimation
• Build budget inputs by aggregating development costs across business lines (AMZL, RSR) by building type and design configuration
• Produce benchmark analyses and coordinate with Finance on averages and variance bridging
• Develop written OP/Guidance narrative documents for leadership review, providing strategic context alongside the numbers
Capital Appropriation Requests (CARs)
• Own and manage the CAR process end-to-end for new development CARs (Real Estate, Land, Pre-Construction, Construction, Startup)
• Maintain and continuously improve CAR Funding Templates and standardized white paper formats
• Engage cross-functional POCs (Real Estate, Pre-Construction, Construction, Finance) and assemble comprehensive CAR packages
• Lead CAR scheduling, doc reviews, leadership presentations, and action item follow-ups
• Route CARs through Amazon Approvals and manage the full approval lifecycle
Cost Stewardship & Tracking
• Maintain a macro-level schedule lookahead across the portfolio to inform planning cycles and resource allocation
• Monitor portfolio-wide cost posture from OP through CAR
• Serve as a quality gate on cost accuracy at each CAR milestone prior to submission
• Identify and escalate cost outliers or trends requiring leadership attention
• Contribute to WBR/MBR reporting on capital approval metrics and portfolio health
Process & Continuous Improvement
• Build repeatable processes to improve CAR creation efficiency, including AI-powered automation via QuickSight
• Drive standardization across business units to enable consistent processes and shared best practices
• Measure and report on CAR cycle-time KPIs (OP-to-CAR accuracy, on-time delivery, revision rates)

The base salary range for this position is listed below. Your Amazon package will include sign-on payments and restricted stock units (RSUs). Final compensation will be determined based on factors including experience, qualifications, and location.
