Your main responsibility will be to manage and coordinate the security and safety services in Citi North America - Western United States for all Citi businesses. The key goal of the position is to maintain a safe environment for clients, employees, to protect the company's assets and respond to security incidents. It also involves the protection of the company’s integrity and reputation.


You will be responsible for developing & adhering to the local security program and procedures that conform to the Citi Security Policy and Citi Security Standards.


It will be your responsibility to ensure that the program meets business requirements and local legal and regulatory requirements.

You will design incident response plans and take the lead during physical security and safety incidents.


Your reporting line will be to the CSIS Security Cluster Head for North America.


What Does It Take to Be In This Role

CSIS takes a risk-based approach to security protection through implementing physical security measures and security systems which include access control systems, CCTV and alarm monitoring and is supplemented by security guarding where required.


The CSIS Sub Cluster Head for Security will manage and deliver the organization’s security program across a large geography within the United States. This role will provide security support, guidance and response to employees from various nationalities and diverse backgrounds.


This role requires the successful candidate to demonstrate high levels of professionalism and confident leadership as well as the ability to interact with senior leadership in Citi, and with external stakeholders such as vendors, local authorities, emergency services and law enforcement.


The role would be responsible to execute & implement functional strategy in areas managed and will be responsible and accountable for end results, budgeting, cost saving, strategic planning and contribution to future strategy of the sub-cluster in addition to reviewing security risk assessments, quality of compliance with requirements of the Citi Security Standards, procedures implemented and the standards of our Security Services at Citi Facilities.

Responsibilities:

  • Accountable for the oversight of daily security & safety operations within the sub-cluster.
  • Manage day-to-day operational activities within span of control, to include emergency response, crisis management and recovery functions, across multiple locations.
  • Meet the Key Performance Metrics (KPI) for the sub-cluster.
  • Review Security Risk Assessments (SRA) for all Citi facilities in accordance with the requirements of the Citi Security Standards and ensure the conduct of security risk assessments for significant events.
  • Ensure that all facilities within the sub cluster have a facility security plan which includes monitoring and implementing an Incident Response Procedure.
  • Conduct of quality assurance in the sub-cluster using penetration testing and operational readiness exercises as tools to ensure a high state of operational readiness.
  • Ensure that the security program is evaluated across the sub-cluster to identify gaps and remediated timely.
  • Respond to security incidents, investigating incidents/breaches and reporting incidents via the Global Security Management System (GSMS). Timely escalation of security incidents of interest (SIOI).
  • Where required, coordinate to submit licensing applications, security plans and other documentation required by regulators, law enforcement or industry standards organizations.
  • Providing clear and concise briefings/advice to senior management on ongoing major security matters.
  • Appropriately assess risk when business decisions are made, demonstrating consideration for the firm's reputation and safeguarding Citigroup, its clients and assets.
  • Accountable for oversight of security and fire safety processes within sub-cluster to ensure compliance to all standards, policies, regulations, and laws.
  • Ensure operational effectiveness of all security personnel in the sub-cluster.
  • Participate in crisis management with a responsibility for Safety and Security in partnership with HR.
  • Provide support to CSIS Executive Protection and supporting visiting travelers during security events.
  • Ensure compliance to Law, Rules & Regulations (LRR), internal policies & standards required to meet organizational goals and eliminate/reduce threats and vulnerabilities.
  • Ensuring security equipment remains functional and current. Liaise with the CSIS Project Management and Technology Team to design replacement or new systems where required.
  • Provide oversight in managing budgets, timeliness of payments, maintain fiscal and budgetary discipline to meet expected spend patterns and remain within defined budget parameters.
  • Provide oversight in managing vendor contracts for the sub-cluster to ensure effectiveness and efficiency in coordination with the Procurement team and identify any potential cost savings.
  • Manage CSIS contingent and contract staff at various Citi facilities, sites and branches.
  • Build and maintain effective stakeholder relationships within the organization.
  • Liaise with CSIS Intelligence, Law Enforcement, Public/Private Partnerships, Industry Security Associations and OSAC/DSAC chapter to gather intelligence/information on threats and respond to emerging threats.
  • Enable coaching, succession planning and development initiatives for CSIS staff in the sub-cluster.
  • Other tasks assigned by the CSIS leadership.


Qualifications:

  • Ideally, 15+ years security management experience in a corporate, regulatory, consultancy or law enforcement/defense environment. However, serious consideration will be given to candidates without security management experience who possess strong banking operations knowledge, in an audit, controls, risk or compliance capacity or candidates with strong crisis management experience (Required).
  • Experience working in a corporate or financial services security team in a leadership role (Desired).
  • Demonstrates in-depth understanding of risk management and innovatively develops solutions and makes suggestions to senior management to mitigate risks (Required).
  • A strong understanding of applicable local laws/statutes as they relate to security (Required).
  • Has experience in understanding potential security or safety threats (e.g., fire, executive protection), local threats based on geographic location and other factors.
  • Managed a team of Security managers, security professionals and contingent staff.
  • Demonstration of communication skills in English and fluency in one official local language. (Required).
  • Proven experience of providing leadership in managing crisis events or significant security incidents. (Desired)
  • Demonstrated ability to find agile solutions to manage a dynamic threat or risk (Desired).
  • Knowledge of Operational Risk Management frameworks and regulations for the banking industry (Desired).
  • A deep understanding of the security and the geo-political risks for the countries in the sub-cluster. (Required)
  • Demonstrate the ability to understand who the key internal and external stakeholders are, and how to build relationships and networks to manage stakeholder relationships. (Required)
  • Ability to multitask by prioritizing and triaging multiple security incidents.
  • Demonstrates an appreciation of a diverse workforce.
  • Demonstrates an in-depth understanding of security technology systems & hardware.
  • Managed security projects & displays ability to execute efficiently under tight time constraints.
  • Ability to travel, at short notice (Required).
  • Flexibility to work on call off hours/weekends.


Education:

  • Bachelors degree required, Masters degree preferred
  • ASIS International and/or other professional certifications a plus
