Apple’s Services—including the App Store, iCloud, Apple Music, Apple TV, and many others—are among the most dynamic and widely used in the world. As the regulatory landscape continues to evolve, our organization requires proactive, technically rigorous leadership to ensure our platforms navigate emerging obligations while preserving product integrity and user trust.
We are seeking an experienced Senior Manager based in the US to lead a team responsible for driving strategic China regulatory and compliance work within Apple’s Services organization. In this role, you will lead the application of regulatory and compliance obligations into products, systems architecture, and data flows, manage key operating partner relationships, and bridge communication across US engineering, local Apple teams in China, and executive leadership.

Description

Apple operates services in China at a scope and scale unlike any other multinational company. The challenges we face have no playbook. Our work is exceptionally complex, ambiguous, and vital to Apple’s operations. This role is focused on how expanding data and internet regulations in China impact Apple’s services, specifically driving the practical application of regulations into systems architecture, data governance, and data export rules.
In response to these regulatory and compliance obligations, Apple maintains strategic and operating partnerships for several of our services in China. This role serves as a key owner of those relationships, collaborating closely from the US with both local Apple teams and external operating partners to ensure our services operate reliably and securely, while maintaining compliance with evolving rules.

Responsibilities

Success in this leadership role requires:
Defining & Driving Regulatory Programs: You partner closely with Apple’s policy, legal, and technical experts in China and the US to understand local regulations, policies, and emerging risks. You and your team develop plans for how these requirements map directly to Apple’s services, translating them into concrete technical options, trade-offs, and actionable recommendations for engineering and business leadership.
Strategic Partner & Relationship Management: You serve as a US principal owner of relationships with critical operating partners in China established in response to regulatory requirements. You navigate the cultural, political, operational, and technical differences between organizations, successfully mapping the needs and constraints of both sides to maintain trusted, productive partnerships.
People Leadership: You lead, support, and grow a senior team responsible for driving key China regulatory and compliance work across Services. You foster deep ownership, empowering your team to develop options and recommendations and drive cross-functional alignment so our engineering teams can focus on delivering the highest quality products and services.
Technical Depth: You bring the technical depth required to evaluate how regulations apply to our systems, including understanding service system architectures, backend data flows, and cloud infrastructure. You ensure that requirements are grounded in sound, scalable engineering solutions.
Executive Communication & Cross-Functional Influence: You communicate and influence effectively with executives and leadership across Apple. You build the trust necessary to bridge these teams, align competing priorities, and drive consensus on high-stakes decisions.
Scaling Through Process & Frameworks: You scale your team’s impact by designing practical operating processes and frameworks. You bring structure and clarity to complex programs.

Minimum Qualifications

8+ years of experience leading complex technical programs in cloud or internet services.
4+ years of formal people management experience, successfully leading and developing senior technical teams.
4+ years of dedicated experience translating legal, regulatory, compliance, or data governance requirements into technical specifications and engineering roadmaps.
Demonstrated technical competence evaluating services architectures, backend data flows, or cloud infrastructure.
Proven track record managing and negotiating complex technical, operational, or business relationships with external strategic partners.
Demonstrated excellence communicating with and influencing senior leadership across engineering, legal, business, product, and operations organizations to drive high-stakes decisions.

Preferred Qualifications

In-depth experience leading technical compliance or engineering initiatives. Experience with China internet or data regulations a strong plus.
Experience collaborating extensively across time zones with engineering, operations, and partner teams in China; professional working proficiency in Mandarin Chinese is a strong plus.
Direct experience participating in or preparing engineering organizations for technical audits, regulatory inquiries, or external certification reviews.
Deep domain experience with consumer internet platforms or cloud infrastructure operating at a global scale.
Degree in Computer Science, Information Systems, Engineering, or a related technical field, or equivalent practical technical leadership experience.

Pay & Benefits — Cupertino, California, United States

At Apple, base pay is one part of our total compensation package and is determined within a range. This provides the opportunity to progress as you grow and develop within a role. The base pay range for this role is between $212,600 and $376,300, and your base pay will depend on your skills, qualifications, experience, and location.

Apple employees also have the opportunity to become an Apple shareholder through participation in Apple’s discretionary employee stock programs.
