ROLE OVERVIEW

The Data, Digital and Technology (DD&T) Product Owner of Global Transparency Reporting manages product delivery within the DD&T Corporate Functions portfolio and is responsible for maximizing the value delivered by one or more virtual teams by ensuring the Team Backlog is aligned to customer and stakeholder needs, the Solution Vision, and Program priorities. The Product Owner is accountable for defining and prioritizing user stories, establishing clear acceptance criteria, and accepting completed work. In this role, the Sr Manager contributes to the generation of high-quality, accurate, and consistent data incorporated into postings, filings, and reports related to Healthcare Professional (HCP), Healthcare Organization (HCO), and Patient Organization (PO) payment disclosures globally. The Product Owner collaborates with compliance, legal, finance, and business stakeholders to ensure transparency disclosures are accurate, complete, and delivered on time in accordance with local and global requirements, and partners with technology teams and service providers supporting the spend transparency software products.

As a individual contributor, the Product Owner applies deep domain knowledge of global transparency reporting to translate complex regulatory and business needs into actionable backlog items. The role requires strong judgment, data-driven prioritization, and active participation in SAFe events (PI Planning, backlog refinement, iteration planning, system demos, and Inspect & Adapt) to maintain alignment between strategy and execution. The Product Owner works with business stakeholders, architects, engineers, data teams, service providers, and operational stakeholders to shape outcomes, manage dependencies and risks, and drive continuous improvement across processes and products.


OBJECTIVES:

  • Ensure accurate, compliant, and consistent disclosures of payments and transfers of value to HCPs, HCOs, and POs across applicable markets.
  • Own and continuously refine the Team Backlog for Global Transparency Reporting, translating stakeholder needs into well-defined user stories with clear acceptance criteria and ordering by value, risk, and time sensitivity.
  • Plan and execute delivery through SAFe cadence (PI Planning and iteration execution), enabling predictable releases and transparent communication of progress, risks, and dependencies.
  • Partner with Compliance, Legal, Finance, and market teams to meet internal and external reporting obligations, including readiness for audits, attestations, and dispute processes where applicable.
  • Serve as a subject matter expert in transparency reporting processes and technology, advising stakeholders on requirements, trade-offs, and process improvements.
  • Drive evolution of transparency repositories and customer reference/master data needed for disclosure (e.g., MedPro Compliance Reporting ID for the US and Cresen Solutions SpendMate for Global Transparency Reporting), ensuring fit-for-purpose controls as requirements evolve.

How You Will Contribute — Product & Delivery Leadership

  • Translate stakeholder needs into user stories and enablers, collaborating with architects, engineers, and data teams to ensure requirements are feasible, testable, and aligned with the Solution Vision.
  • Prioritize and maintain the Team Backlog, balancing compliance timelines, business value, and technical health; continuously refine stories to ready state for iteration execution.
  • Represent the customer and business in iteration planning, daily team engagement, and backlog refinement; provide timely decisions and clarification to keep delivery unblocked.
  • Define acceptance criteria and support test strategy for transparency reporting capabilities (data quality, controls, audit trail, reporting outputs), and accept stories when Definition of Done is met.
  • Participate in PI Planning and/or Program-level coordination as applicable; surface dependencies, risks, and compliance-critical milestones, and align team objectives to PI objectives.
  • Provide service provider oversight for transparency reporting products (e.g., managed services and software vendors), including demand intake, prioritization alignment, delivery/SLAs, issue escalation, and performance reviews in partnership with procurement and vendor management.
  • Manage budget inputs for the product area, including forecasting run vs. change spend, tracking vendor and platform costs, and supporting annual planning and investment trade-offs aligned to compliance-critical priorities.
  • Support release readiness and production stability by partnering with operations and support teams to triage incidents, prioritize fixes, and incorporate learnings into the backlog.
  • Communicate progress through iteration reviews/demos and stakeholder touchpoints; ensure transparency on scope, schedule, and quality, and drive decisions when trade-offs are required.

Data Management & Quality Control

  • Collect, monitor, reconcile, and correct data from internal and external sources (Aggregate Spend), including financial, expense, and customer engagement systems, to ensure accuracy, completeness, and consistency.
  • Extract and reconcile data from multiple internal and external systems (e.g., Concur, expense platforms, customer engagement tools) to ensure integrity of disclosures.
  • Identify duplicates, outliers, and data errors; perform anomaly detection across high-volume transaction datasets.
  • Reconcile payment and other transfer-of-value data from various source systems to a single authoritative reporting view.

Collaboration & Stakeholder Engagement

  • Work with local implementation leads, compliance and legal teams, finance, commercial, medical, and technology teams to align systems and reporting needs.
  • Collaborate with local Compliance Officers to monitor adherence to local transparency laws and escalate issues as they arise.
  • Act as an advisory partner to local teams, sharing best practices and guidance on adapting to new or updated technology.
  • Coordinate with Finance to identify and track spend outside formal engagements (e.g., international events, sponsorships).

Process Improvement & System Evolution

  • Recommend and implement process improvements to source systems and business data owners to improve data quality and reporting efficiency.
  • Develop and standardize global transparency reporting frameworks and support product expansion to new countries.
  • Ensure transparency repositories (e.g., MedPro's Compliance Reporting ID, Cresen Solutions SpendMate) and customer masters are updated to meet disclosure requirements.
